Knowledge architecture
Copilot draws from M365 files and Graph data. Sempleo maintains a 5-level knowledge hierarchy (Company, Team, Client, Project, User) with authority scoring and relationship tracking.
Microsoft Copilot makes Office apps smarter. Sempleo deploys governed AI agents that understand your business. They solve different problems — and work well together.
The core difference
Microsoft Copilot is an AI layer inside the tools you already use — Word, Excel, PowerPoint, Teams, and Outlook. At $30/user/month on top of your M365 license, it enhances document editing, email drafting, meeting summaries, and data analysis. For M365-heavy organizations, it is a natural add-on.
Sempleo is a standalone platform that deploys purpose-built AI agents operating on your organizational knowledge. Agents follow your methodology, enforce governance policies, and produce consistent output across teams. It is not embedded in Office — it is the layer that makes AI work for business workflows that go beyond document editing.
These are not competing products. Copilot makes your Office apps smarter. Sempleo makes your team AI smarter. Many organizations will benefit from both.
The utilization problem
Microsoft has sold over 150 million Copilot seats, but industry data shows only 28-32% are used daily. The gap between purchasing and adoption is the defining challenge of enterprise AI in 2026.
The reason is not that Copilot is bad — it is genuinely useful for Office tasks. The problem is that most knowledge work is not "make this Word document better." It is "follow our methodology to produce a client deliverable using approved templates and current project data." Copilot does not know your methodology. It does not scope knowledge to clients. It does not enforce quality standards.
Sempleo is built for the work Copilot cannot reach — the governed, methodology-driven workflows where context and consistency matter more than convenience.
Copilot draws from M365 files and Graph data. Sempleo maintains a 5-level knowledge hierarchy (Company, Team, Client, Project, User) with authority scoring and relationship tracking.
Sempleo deploys purpose-built agents with defined tools, context, and governance. Copilot agents require Copilot Studio development with Azure infrastructure.
Sempleo agents follow defined methodology and produce consistent output. Copilot has no concept of team methodology or quality standards.
Sempleo scopes knowledge and agents to specific clients and projects. Copilot operates at the M365 tenant level with SharePoint-based permissions.
Governance
Copilot governance is M365 governance — Microsoft Purview for data loss prevention, sensitivity labels, conditional access policies, and SharePoint permission management. These are IT infrastructure controls that apply to the M365 platform.
Sempleo governance operates at the agent level. A policy engine enforces token budgets, schedule restrictions, approval gates, and tool allow/deny lists on every individual agent run. An agent can be blocked from running outside business hours, required to get manager approval before producing client deliverables, or restricted to specific data sources. Every action is logged in audit trails with up to 365 days of retention.
Both are important. M365 governance protects your data. Sempleo governance controls what AI does with it.
Sempleo enforces token budgets, schedule restrictions, approval gates, and tool restrictions per agent. Copilot relies on M365 Purview and DLP policies.
Sempleo controls what each agent can do, when, and with what tools. Copilot controls are at the tenant and user level.
Sempleo can gate agent actions on human approval. Copilot does not have agent-level approval workflows.
Sempleo logs every agent action with 30-365 day retention. Copilot provides M365 usage analytics and admin reports.
Deployment and pricing
Microsoft Copilot costs $30/user/month on top of your existing M365 Enterprise license. Copilot Studio agents use metered pricing through Azure. The total cost depends on your M365 tier and agent usage.
Sempleo is $49/user/month on Starter and $99/user/month on Professional, with no additional platform dependency. Enterprise pricing is custom and includes self-hosted deployment, BYO LLM, and EU data residency — options Copilot does not offer.
For organizations already invested in M365, Copilot is an incremental cost. Sempleo is a standalone investment in governed AI workflows. The right answer for many organizations is both — Copilot for Office productivity, Sempleo for governed agent workflows.
When to choose which
Choose Microsoft Copilot when your primary need is enhancing the M365 apps your team already uses — better documents, smarter email, automated meeting notes, and Excel analysis. It excels at making individual Office tasks faster.
Choose Sempleo when you need governed AI agents that operate on structured organizational knowledge, follow team methodology, produce consistent deliverables, and meet compliance requirements. When the work goes beyond "improve this document" to "produce this deliverable following our process" — that is Sempleo.
Choose both when your organization needs everyday Office AI and governed business workflows. They complement each other.
Methodology
Copilot does not know your methodology. Sempleo agents are built around it.
Consistency
When every team member should produce the same quality of deliverable, regardless of their individual AI prompting skill.
Governance
Token budgets, approval gates, and tool restrictions on every agent run — not just M365 admin controls.
Independence
Sempleo works independently, with self-hosted deployment and BYO LLM options that do not tie you to a specific cloud vendor.
